Goal:
Today the Smart Proxy plugins are often enabled by default in the example config file. In RPM it's usually fine because you only install what you want, but this is not what we want for containers. There we need to enforce them all disabled.
As a first step, it's easiest to ensure this during container building.
We need to remember that every time we add a plugin that we ensure this policy is enforced. A note in a README may be good to capture that.
Acceptance criteria:
- All modules shipped in the foreman-proxy container image are disabled out of the box and require explicit enabling
- Manual verification that this happened.
