Description of problem:

The 'persistence' field on `/api/v2/hosts/:id/packages` does not allow for scoped search, meaning users that wish to search or order HostInstalledPackages by 'transient' or 'persistent' are unable to accomplish this in Hammer. Please correct this behavior.
