Description of problem:
Provisioning a Host using `kickstart_liveimg` host parameter for the tar image which is created using the local image builder fails
How reproducible:

Steps to Reproduce:
1. Build a tar image using a local image builder. Refer:- https://docs.redhat.com/en/documentation/red_hat_satellite/6.17/html-single/provisioning_hosts/provisioning_hosts#configuring-satellite-to-provision-from-a-builder-image
2. Configure the satellite for provisioning
3. Create a host with host parameter `kickstart_liveimg` set to the location of the tar image which can be a http server or a image published in the satellite repository
Actual behavior:
The build is failing after fetching the kickstart and downloading the image from the satellite.
Expected behavior:
Provisioning should be completed successfully.

Workaround: Setting the parameter on Hostgroup will solve the issue
