We need to automate adding LCEs to rolling CVs via the API/Hammer/CLI.

One idea for an end-to-end case might be to:

1. Attach LCE(s) to a rolling CV with some repositories
2. Set up a smart proxy to sync said LCE(s)
3. Sync content and/or upload files to a repository within the rolling CV
4. Using the CV promotion auto-sync feature, ensure that the new content makes its way onto the smart proxy in the appropriate rolling CV repo
5. Access the content via a host subscribed to the rolling CV that is registered to the smart proxy
