Goal:

• Assign a rolling content view lifecycle environments.
• Avoid forcing users to sync Library to smart proxies just for rolling content views.

Acceptance Criteria:

• Rolling content views can have lifecycle environments other than Library associated with them.
• Repositories in rolling content views have a distribution path for each lifecycle environment.
• Smart proxies can sync rolling content views by a lifecycle environment other than Library.
