A user firstly would attach a lifecycle environment so they may sync the rolling CV to a smart proxy by a lifecycle environment other than Library. Syncing Library to smart proxies is generally an expensive and slow operation.

Secondly, a user may attach a lifecycle environment to a rolling CV so that their hosts can be subscribed to some LCE other than Library, perhaps for reporting or organizational purposes.
