Description of problem:

The All Hosts page Recommendations column displays '-' even if a host has recommendations.

Steps to Reproduce:

1. Set up some hosts with some recommendations

2. Go to Hosts - All Hosts and add the Recommendations column

Actual behavior:
The Recommendations cell on the All hosts page shows "-" even though there are some recommendations on the displayed hosts.

Expected behavior:
The cell should display the correct number of recommendations with a link to the Insights page

A similar bug was also reported, but for the IoP hosts https://issues.redhat.com/browse/SAT-36515
