Description of problem:

A UI display bug has been identified in the Time Picker component (within the "Generate at" date field). The visual highlight for the selected time unit is incorrect, making it unclear which part of the time (hour, minute, or AM/PM) is currently being edited.

This appears to be a regression, as a previous version of the component displayed this correct
 

How reproducible:

 Monitor --> jobs --> select a job --> create report

Actual behavior:

The entire time block (e.g., 11 : 27 AM) is highlighted with a single blue background. This is ambiguous and does not clearly indicate to the user which unit is active for editing via the up/down arrows.

Expected behavior:
[Describe what should be happening instead]

Only the currently active time unit that the user is editing (e.g., hour, minute, or AM/PM) should be highlighted. This provides clear, unambiguous feedback to the user about their current selection.
