Description of problem:

The feature New Host Details UI includes a setting that allows enabling or disabling the new UI. However, even when the setting is explicitly set to No, the Satellite server still loads the new UI for host details page.

Is this issue a regression from an earlier version:

Yes, this issue is present in Satellite 6.17 as well

(In Satellite 6.16 it works as expected)

Steps to Reproduce:

• Navigate to Administer → Settings → Provisioning.

• Locate the setting New Host Details UI.

• Set the option to No.

• Go to Hosts → All Hosts → Open any host and it will open with New UI

Actual behavior:

The All Hosts page still loads using the new Host Details UI.

Expected behavior:
When the setting New Host Details UI is set to No, the All Hosts page should load using the old/legacy UI.
