Description of problem:

The 'View Upgrade Documentation' link under Satellite WebUI → Administer → Satellite Upgrade is introduced in Satellite 6.18. Since the customer is already on version 6.18, this link should direct them either to the Satellite 6.19 upgrade documentation or to the appropriate guide for updating to the latest available 6.18.z version.

Redirecting the user to upgrade steps for versions 6.17 or 6.18 is not relevant in this context as customer is already on Satellite version 6.18.

Navigate to Satellite WebUI → Administer → Satellite Upgrade → ** View Upgrade Documentation{}

Actual behavior:
It redirect user to Satellite 6.17 upgrade documentation

Expected behavior:
It should redirect user to the upgrade documentation of next available Satellite version

Business Impact / Additional info:

Since Satellite 6.19 is expected to be released in approximately six months, the 'View Upgrade Documentation' link should, at that time, be updated in the latest available 6.18.z release to direct users to the 6.19 upgrade documentation. This pattern should continue with future versions.

However, this presents a challenge: when a new Satellite version becomes GA, it's difficult to determine the appropriate documentation link in advance, as the upgrade guide for the next version won't be published until several months later.
