Background

After any major satellite version release, a good number of support cases are reported by customers where they would like to know about the steps to upgrade the satellite to the latest version.

Goal

To help customers in getting required resources/documentation to upgrade satellite and also to reduce the support cases it would be great if we can add "Upgrade" menu item under "Administer" section which will point to

1. Official Satellite upgrade guide/documentation https://docs.redhat.com/it/documentation/red_hat_satellite#Upgrade
2. Satellite Upgrade Helper lab app : https://access.redhat.com/labs/satelliteupgradehelper/

Acceptance criteria

• There will be a new page reachable through Administer > Upgrade, that will link to the two external resources mentioned above.

Open questions

Q: Instead of having a new page, could we put the links into the current Administer > About page?
A: There is a concern that the about page doesn't get visited frequently enough, so a new page placed in a more prominent place would be preferred, otherwise the changes might go unnoticed.

Q: What to do with testing? There seems to be something in robottelo that checks links (platform owns this), theme satellite seems to have some sort of link checking in its unit tests
