Description of problem:
In the 6.16 upgrade documentation, the 'satellite-maintenance-6.16-for-rhel-9-x86_64-rpms' is listed as the repository to enable before running the 'satellite-maintain self-upgrade' command. This repository should be the RHEL 8 version, as upgrading to RHEL 9 isn't possible until AFTER upgrading to 6.16.
