Description of problem:

rubygem-foreman_maintain is not getting updated after running satellite-maintain self-upgrade. This is affecting the upgrade to 6.17.

Steps to Reproduce:

1. Deploy Red Hat Satellite 6.16.

2. Update the Satellite server to 6.16.z

3.  Try to upgrade the Satellite server using below commands:

satellite-maintain self-upgrade

satellite-maintain upgrade check

Actual behavior:

dnf list installed | grep -i maintain
rubygem-foreman_maintain.noarch                            1:1.7.13-1.el9sat                @satellite-maintenance-6.16-for-rhel-9-x86_64-rpms                 

satellite-maintain.noarch                                  0.0.2-1.el9sat                   @System

Expected behavior:
 - The rubygem-foreman_maintain package version should be updated to the newer version, and check the repositories for Satellite 6.17 instead of 6.16

Business Impact / Additional info:

 - Unable to upgrade to Satellite 6.17
