Goal:

The satellite-installer should use openvox-agent as it's dependency across the Satellite and Capsule installations and repositories.

Acceptance Criteria:

• openvox-agent-8.24.1 (or newer) is available in the Satellite and Capsule 6.16/6.17/6.18 repositories for RHEL 9, x86_64, 6.16 also has builds for RHEL 8
• the builds having provides/obsoletes for "puppet-agent" to smoothen the upgrade
• Installing satellite-installer will install openvox-agent and not install puppet-agent
• Upgrades / updates should switch to openvox-agent and remove puppet-agent

Open questions:

•  As openvox-agent will have provides/obsoletes, it's not required to replace (build)requirements in any of our packages, but we can still do that as an optional thing.
