Description of problem:
On rhel9, whenever setting the machine to build state and reinstalling, the process will stop in anaconda. This is happening because rhel9 will try to register during the installation process "via rhsm call", and once there is already one entry with that uuid, the system will:
- unregister the current one
- will ask if you would like to move on

Is this issue a regression from an earlier version:
Not sure.
Steps to Reproduce:
1. Deploy a new content host rhel9
2. after installed, put the machine in build state and restart
3. start the automated installation, and it will stop
Actual behavior:
It will unregister the previous uuid, and will stop asking if you would like to move on
Expected behavior:
Something that should be automated, with no asking, and doing a new installation + new registration with a new UUID
