Description of problem:
While trying to create a content credential via UI, I am unable to create one (does not matter if GPG key or SSL certificate) via uploading the content credential file. The button for submitting the form is greyed out after uploading the file with the content credential.
How reproducible:
100 % of the time
Is this issue a regression from an earlier version:

Steps to Reproduce:
1. Go to the Content Credential page
2. In the top right corner click "Create Content Credential" button
3. At the create content credential page fill in some name of the content credential,
and select the content credential type (GPG key/SSL certificate - issue appeared for both)
and upload content credential file
4. Try to click submit (won't work, it is greyed out)
Actual behavior:
The submit button is greyed out after uploading the content credential file.
Expected behavior:
The submit button should not be greyed out after uploading the content credential file. Same as it does when a user fills in the content of the content credential file manually to the Content Credential Contents textbox.
Business Impact / Additional info:
Users can't upload their content credential files. They need to fill its content manually.
The submit button becomes valid when some string is written to the Content Credential Contents and the form can be submitted then. But it shouldn't be like that. Correct content of the file is then used for the content credential.
