'Manage Columns' does not appear on new Hosts Index page

      Sometimes 'Manage Columns' does not appear on new Hosts Index page.

      Reproducer:

      Go to 'Register Host' page
      Click on 'All Hosts' in nav

      It will not appear. However, if you refresh the page it appears.

      Could be another JS loading issue.
