Notifications

Description of problem:
After upgrade Notifications doesn't show SCA status under Subscriptions events

Version-Release number of selected component (if applicable):
Satellite 6.16

How reproducible:
After upgrade Notifications doesn't show SCA status on the web UI

Steps to Reproduce:
1. Disable SCA on satellite 6.15
2. upgrade satellite from 6.15 to 6.16
3. Doesn't show any Notifications related to SCA

Actual results:
Doesn't show any Notifications related to SCA enabled under Subscriptions events

Expected results:
Notifications should show status as "Simple Content Access has been enabled by-default"

Additional info:
Notifications > Subscriptions > Simple Content Access has been disabled for 'Organization'.
