Overview:

Other CI jobs and internal use cases can use roxie to install the operator. However to provide test coverage for the procedure that an external user/customer would use, this job should use the operator helm chart.

Once 4.11 ships, change the upgrade test in gke-operator-e2e to:

• install using 4.11 operator helm chart
• Upgrade to master using operator helm chart
• Should be fine to drop the operator-manifest-producing code at this point

Acceptance Criteria:

The test still works.
