As a DS user, I need to be able to identify applications that have been "enabled" via the Enabled tab on the dashboard so I have a holistic view of applications ready for use and a consistent method for accessing items (eg. quickstarts, service endpoints) that help me use the application.

This is a follow-on story to RHODS-470

This scope of this story:

• For RHOAM, display the tile under 'enabled' tab in dashboard when service is ready to use (subscription started if applicable; operator installed if applicable).

• From the 'Enabled' tile, users should be able to access the quickstart tutorial and the RHOAM console.

• The enabled services should provide link to endpoint as defined in RHODS-245
