Red Hat employees must be able to track metrics for ODS usage (active server or pod?)

• Hours per day across all customers over extended period
• Per customer & cluster, hours per day over extended period
• Per customer & cluster, days per month

Notes:

• To be clear, this is not CPU or memory usage, but just a binary pod was up and running.
• The metric name must be of the form cluster:usage:...... so that it is included in the allow-list for OpenShift Telemetry
