We want to be able to get insight into the total amount of time that customers are running notebook pods (as opposed to our current metric which lets us see total CPU-time used by notebooks).

Add a new telemetry metric that sums the runtime up for all notebook pods on a cluster. The metric should be sent to Telemetry. If possible, use a metric name pattern that is already whitelisted to be sent to Telemetry.
