Support for Self-Signed Certificates in RHOAI deployments

      For clusters that rely on self-signed certificates to access resources within a secure environment, RHOAI needs to support the ability to injecting self-signed certificates into all RHOAI pods to prevent any errors when accessing services within a customer network.  

      The are multiple phases for rolling out this support:

      1. Apply the global self-signed CA to all infrastructure pods to ensuring the RHOAI can be deployed successfully with the custom cert

      2. Document the standard for adding a self-signed CA to the cluster and how it will be propagated to RHOAI infrastructure pods
      3. Determine the RHOAI components that need to add support for self-signed certs and where it will be located upon deployment
