Description

Provide a way for ODH components to register themselves for platform capabilities. These include, but are not limited to, service-mesh or authorization.

Settings per component will embrace uniformity across the code base.

In addition, it can ease testing, as currently, feature-oriented tests are mimicking the setup of production code instead of relying on it.
