      When authorization capability is required by at least one component, the required controllers should be installed.

      Involved components provide kustomize manifests which can be bundled in the operator image the same way as other components.

      With RHOAIENG-5483 we can bring back Kustomize Manifests which will be Managed and we can define installation as a "Authorization capability" feature. Underlying FeatureTracker can take care of .
