Currently the AuthorizationConfigurationHook is used in model-registry to create the RoleBinings, but it shouldn't be the responsibility of the Component to configure the Platform Auth Controller with the correct RoleBindings based on the same information already provided to configure Platform Auth. This createClusterRle bit should be moved somewhere central like the capabilities_handler.
