Remove lifecycle/support fields from upstream as they can now be done in overlays repo.

DoD:

~~RHIDP-7422~~ Move package.json metadata (support, lifecycle) from BCP plugins to wrappers

~~RHIDP-7525~~ verify dyn plugins table gen script uses wrappers only (not BCP metadata)

~~RHIDP-7526~~ ensure we ALSO have lifecycle/support metadata in overlay repo (this replaces wrappers)

~~RHIDP-7527~~ consume overlay metadata lifecycle/support in dyn plugins table gen script (as well as wrappers; dedupe when we have plugin in both sources)
