1. All plugins listed there should make available some metadata defining the lifecycle and support levels.

2. Once wrappers are scrubbed of content and we've verified that catalog entities exist for each one, the next step would be to ensure that the NAMES of the entities are consistent with the wrappers, by renaming truncated files.

3. Once entities are the source of truth, we can then start migrating them to the overlays repo.
