After 1.3.0 is done, or if any blockers are found that require a plugin version release in janus plugins repo, we can enable MSR for the release-1.3 branch

QUESTION

As part of creating the release-1.y branch and bumping versions in main from 1.y.z to 1.y+1.0, perhaps we also want to bump the versions in the release-1.y branch to 1.y.z+100 to make it clear these are MAINTENANCE versions?

(Sorta like the old approach that WTP used to do for its maintenance streams...)
