Goal

Per PM/Eng sync call on 01/12, we'd like to be more cautious about removing plugins we have decided will be reverted to a community support level.

These plugins will remain as wrappers and be removed incrementally in 1.10 and 1.11, after announcing the plan in 1.9.

Tech Preview in 1.8; remove in 1.10

• roadie-backstage-plugins/plugins/scaffolder-actions/scaffolder-backend-argocd

Work to be performed for 1.10:

• remove wrapper
• provide documentation about how to migrate to the community versions (ghcr.io instead of embedded wrapper)
