What were you trying to do that didn't work?
https://issues.redhat.com/browse/RHEL-66197 – followup on the issue (where the config file prevents building initrd in certain situations) it was discovered that the config file is not owned by any package, although it gets auto-created during an rpm transaction.

Steps to reproduce
- have a system upgraded from before RHEL-8.3
$ rpm -qf /etc/dracut.conf.d/50-network-legacy.conf
Expected results
dracut-network subpackage owns the file
Actual results
$ rpm -qf /etc/dracut.conf.d/50-network-legacy.conf error: file /etc/dracut.conf.d/50-network-legacy.conf: No such file or directory
