Description of problem:

Many cases appear around

dracut: dracut module 'network-legacy' cannot be found or installed.

error message, leading to can't boot.

RC was not found so far but one possible way to trigger is that dracut-network is uninstalled for some reason and 50-network-legacy.conf remains...

Steps to Reproduce:

On RHEL 8.2

1. yum install dracut-network
2. yum yum update dracut
3. yum remove dracut-network
4. yum update
5. reboot

Actual results:

dracut: dracut module 'network-legacy' cannot be found or installed.
can't boot with new kernel

Expected results:

no dracut failure while booting new kernel...
