[RFE] Notification customizations in GNOME

      What is the nature and description of the request?
      Users would like to have more control over how notifications show up in GNOME. They'd like to customize:

      • Where they appear (upper-right corner, lower-left corner, center of the screen). The default top-middle location often gets in the way of mouse clicks.
      • How long they appear for (10 seconds, 30 seconds).
      • A UI element that lets the user know that they have notifications pending. Perhaps a little dot next to the date/time when there are un-read notifications.

      For each functional requirement listed, how can we test to confirm the requirement is successfully implemented?

      • The Settings Menu for "Notifications" would allow users to modify where the notifications appear from a list of choices (top-left, top-center, top-right, center-left, center-right, lower-left, lower-center, lower-right)
      • The Settings Menu for "Notifications" would allow users to specify the duration of time that notifications are shown. Perhaps this is a drop-down list of choices in seconds, [1, 2, 3, 5, 10, 20, 30, 60], or perhaps it's a slider from 0 - 60.
      • There will be a UI element to let users know when they have unread notifications.
      • There is a Settings Menu to disable the unread notifications UI element.
