Goal

• GNOME Shell notifications should have a more consistent state transition from unread to read to make the behavior of the notification dot and notification history in GNOME Shell more consistent and predictable.

Acceptance Criteria

• Users should know how notifications turn from unread to read.
• There will be a UI element to let users know when they have unread notifications.
• There is a Settings Menu to disable the unread notifications UI element.
