Help panel fails to appear when All Services bundle in scope

      Steps to reproduce

      Setup

      1. Click the Red Hat Hybrid Cloud Console dropdown button at the top-left of the page to open the megamenu
      2. From the megamenu, click the View all services link. The all-services bundle renders as expected.
      3. Click the ? Help button in the masthead

      Expected result

      • Help panel overlay slides in

      Actual result

      • Dead click with no network traffic and only a datalayer message in console
