Two issues have been discovered in the prod environment.

Issue #1

Steps to Reproduce:

1. Log in and navigate to /learning-resources
2. Filter for "Quick starts"
3. Click on the card for "creating a blueprint"

Expected Results:
Content is displayed

Actual Results:
about:blank is opened in a new tab

Issue #2

Steps to Reproduce

1. Login and open the help menu
2. Filter by Quick starts
3. Try to open the content for "creating a blueprint"

Expected Results
Content opens when link is clicked

Actual Results
Nothing happens when the link is clicked
