Help panel APIs & Learn tabs show filter toggle when LR bundle in scope

      The mocks specify that the filter toggle should not render in these tabs when the homepage, all-services, or learning-resources bundles are being rendered, but both the APIs and Learn tabs render the toggle when the learning-resources bundle is in scope.

      This bug may also exist for the all-services bundle, but checking for that is blocked by RHCLOUD-43510.
