Workaround: semanage fcontext -a -t cert_t /etc/tower/tower.cert
semanage fcontext -a -t cert_t /etc/tower/tower.key
restorecon -RFv /etc/tower

Description: Point 2:

If we run:

semanage fcontext -a -t cert_t "/etc/tower(/.*)?"

All files , no just the cert files related files, will have the cert_t, also, the settings, and files under conf.d .
