      Workaround: Idea:

      Have lab-development-git create a marker file in /var/tmp/labs then have lab-provision-job check for the presence of that marker file, if the file doesn't exist, it silently runs the script to create the repos.

      Description: Should a student skip running `lab development-git start` or should they reset their environments prior to commencing the Ansible Tower sections, the needed repositories in git are not created.
