pypi server not accessible, multiple courses cannot run lab command for EMEA and APAC

      Issue description

      Some labs and VTs are not able to run lab commands. 

      Giving error: Error: Failed to installing course 'rhoo38l' (required for lab 'lvm-create'):Cannot reach https://pypi.apps.tools-na.prod.nextcle.com/repository/labs/simple

      Steps to reproduce:

      1. Start a RH134 lab environment in APAC or EMEA region
      2. Run any lab command

      Workaround:

      Platform team suggested to do a stop-start. Not sure if this can work

      Expected result:

      Labs can be started
