Lab Environment for Classes won't provision properly

      Issue description

      For the second time in 3 months a class environment for de480 courses didn't provision correctly: Out of 6 labs, 5 had issues with at least one of the OpenShift clusters in the course.

      The same problem will probably also occur with the next course version that is now in EA but will probably use the same Cluster environments regarding hardware resources (or vm resources ...)

      Steps to reproduce:

      Create new class environment.

      Workaround:

      reprovision until it works. This takes lots of time. Practically catastrophic on day 1 of a course delivery. Let alone looking completely unprofessional.

      Expected result:

      All of the clusters should be provisioned correctly with all cluster operators in working state so that all of the labs can be done.
