Issue description
This came up as part of the discussion of PTL-8181, in which it was clear that "low" and "high" nice levels were being confused. I strongly suspect that the entire discussion under "Describing Process Priority" in this section is suspect. Someone knowledgeable about process scheduling, the kernel, and so on needs to take a careful look at the entire discussion.

PTL-8201 RH442-151: ch07: Isn't is the other way around? The process with nice value of 5 gets more CPU time than the process with a nice value of 10? Since the lower the nice value the higher the priority.
