Context
Since the dev perspective is being removed, the views related to monitoring for a specific namespace/project need to be moved to the admin perspective
Outcomes
- As a dev user I'm able to see the following monitoring views in the admin perspective:

- metrics
- alerts / silences / alert details
- We will add the namespace bar to these pages to allow admin users to select "All namespaces" and users to select the namespaces they have access to. We will use the tenancy path as the user selected already a project
- Migrate all "/dev-monitoring/X" links to use the new format. Make sure to update the `openshift/console` as well
Open Questions
- If we go with the project dropdown, how do we communicate when users don't have permissions to execute an action or view resources
