As a dev user I want to be able to see the non-metric monitoring views inside the admin perspective

      Context

      Since the dev perspective is being removed, the views for monitoring need to be adjusted to show data from a specific namespace/project

      Outcomes

      • As a dev user I'm able to see the following monitoring views in the observe section
        • dashboards
      • Use a project dropdown inside the monitoring views
      • At this stage there is no need to refactor the backend. We will use the tenancy path as the user selected already a project
      • Migrate all "/dev-monitoring/X" links to use the new format. Make sure to update the `openshift/console` as well
      • The "targets" page should be updated to be namespace observant
