For OSSM3, LPINTEROP was defined/created in the OSSM-9165 epic, enabling the job to run Sail E2E tests and Kiali integration tests. The remaining Kiali tests need to be added.

For OSSMC, steps, definitions, and test containers must be created (this was not part of LPINTEROP for OSSM2).
