Set up LPINTEROP for OSSM3 so the latest OSSM3 operator with the latest Kiali operator will be tested periodically with devel OCP versions.
(same as we have for OSSM2 now)

The steps in openshift-ci repo to set up OSSM3 and Kiali must be defined. Then, we need to define steps for tests (sail operator e2e, kiali (integration*, cypress*, ossmc), istio integration ).

• maybe the kiali integration and kiali cypress steps can be reused, the same way as we do in our jenkins job

Also, we need to investigate, if there already exist some steps how to install and set up tempo and otel in the repo (e.g. whether some other team already defined it) because, for correct setup kiali, we need tracing (other option is to skip tracing test in lpinterop)

AC:

• The steps and periodic jobs are defined in openshift-ci repo
• The pipeline installs the latest ga OSSM3 and Kiali operators
• The pipeline setups the istiod and kiali
• The pipeline runs tests against instances (sail e2e, kiali int, kiali cypress, kiali ossmc) (cypress and ossmc was moved to 3.2 epic)
• The pipeline runs periodically with devel OCP versions
