Have a daily build of community

• Write a script that pushes images to quay.io/maistra
• add a periodic job to prow that builds images every night
• Update permissions for specific quay.io/maistra/-ubi8* repositories so external users can pull community builds
• Ensure there is community IIB/CSV with a "nightly" channel, using floating tags.

Goals:

• Provide public builds to external consumers for use in testing and to support other projects' community efforts
• Provide a mechanism through which customers can try new features and verify bug fixes earlier in the product release cycle
