A bare bones release notes page to capture known features that are not currently available. As nothing is technically supported yet, "unsupported" doesn't really carry weight and the focus will be on features that are either unavailable of have not been tested yet in any manner.

Notes to capture:

• The standard Technology Preview Banner 
• The following features are not yet available or have not been tested with OSSM 3:
  • OpenShift Service Mesh Console (OSMC) 
  • Istio's Ambient mode
  • Istio's Virtual Machine Architecture

The list is not meant to be comprehensive.
