[DOC] Create feature support table

      As the OSSM 3 operator will by default support community Istio releases, we must take care to note features that we do not yet provide GA level support. Not documenting a particular feature status implies GA.

      This will be roughly equivalent to the feature table in upstream Istio: https://istio.io/latest/docs/releases/feature-stages/#istio-features, but should have another dimension for each service mesh operator and/or Istio release. Our support levels are DP / TP or GA. We should avoid declaring a feature entirely "unsupported" if possible.

      There could also be a separate section for Kiali and OSSMC.

      Note: For TP1, as the entire product is effectively TP, we should focus on features that are less than TP.

      This table will need to be updated with each new release, as it should include a column for each supported release at any given time.
