For SM 2.3, we are planning to bring in Istio 1.14.

As usual, we need to

• analyse Istio doc / reference to PM's list to identify new features we support
• explore the new features to confirm they work in OpenShift
• automate them

This story probably will need to spawn tasks and spread across multiple sprints
